The objects of the Club being to promote and encourage the well-being and breeding of Basset Hounds of correct type according to the Kennel Club ‘Breed Standard’.  The Club shall hold Shows and promote classes for the Breed at other shows.


The Club shall consist of an unlimited number of members.  There shall be five categories of members, namely: -

1)  Junior Members (Under 16 years of age)  
2)  Single Members
3)  Joint Members (Two members of the same family or two individuals who shall have joint interest in the breed, as registered at the       Kennel Club).
4)   Life Members and                            
5)   Honorary Members
a)  Honorary and single members shall be entitled to one vote each and Joint Members shall also be entitled to one vote each.  Junior Members have no voting rights.
b)  The names of persons applying for membership shall be brought before the Committee for its consideration and approval.  In the event of any application being refused, the subscription shall be refunded and they will cease to be entitled to exercise any rights of membership.
c)  New members joining after the first day of October in any year shall be entitled to membership to the last day of December in the following year.
d)  No member whose subscription is unpaid is entitled to any of the privileges of Membership and if the Member shall fail to pay outstanding subscriptions by 1st March in any year his/her name shall be automatically erased from the register.
e)  The Committee shall have the power to elect Honorary Members who will have identical rights to subscribing members.
f)  At General Meetings there shall be no entitlement to any member to appoint a proxy for voting purposes.
g)  Any member suspended by the Kennel Clubs Rule A42j (4) and/or any member whose dog is/are disqualified under KC rule A42j (8) shall Ipso Facto cease to be a Member of the Club for the duration of the suspension and/or disqualification.
h)  Junior Members have no voting rights.  Junior members cannot serve on the committee, nor can the years of Junior membership be taken into account in respect of rule 7a).


The Kennel Club shall be the final Court of Appeal in the case of dispute and this Club agrees that its decision on all cases shall be final and binding to the exclusion of all Courts of Law.

a)Any member who shall be suspended by the Kennel Club Rule A42j (4) and/or any member whose dog(s) is/are disqualified under Kennel Club Rule A42j (8) shall ‘Ipso Facto’ cease to be a member of the Club for the duration of the suspension and/or disqualification.
b)If the conduct of any member shall, in the opinion of the Committee, be injurious to the character or interests of the Club, the Committee may at a meeting convened to consider such conduct, determine at their discretion that a Special General Meeting be convened for the purpose of passing a resolution for the expulsion of that member, but a notice of such Special General Meeting must be sent to the particular member, giving particulars of the complaint and advising of the date, hour and place of the meeting so that He/She may attend and offer an explanation of His/Her conduct.
c)If at that meeting so convened a resolution to expel the member is passed, which shall be by a two-thirds majority of members present and voting, then that member shall be expelled forthwith from the Club, except that He/She may, by giving notice within two months of such decision, appeal to the Kennel Club under the Rules and Conditions applied by them for hearing such appeal.

5.  SUBSCRIPTIONS:  The Annual Subscription shall be as follows: -

1) Junior Members 50p 
2) Single Members £4.00
3) Joint Members £5.00 
4) Life Members £80.00

a) These subscriptions shall be payable on the first day of January in each year.
b)No Member whose subscription for any year is unpaid by the first day of March of such year shall be entitled to any of the privileges of membership and if that subscription remains unpaid by the first day of March, the Committee will cancel his/her membership but may at its discretion, upon payment of the outstanding fee, subsequently re-elect a member.
c)Lapsed members need to re-qualify for voting rights on acceptance of their renewal of membership.
d)New members joining on or after the first day of October in any year shall be entitled to exercise the benefits of membership up to the last day of October in the following year.


The affairs of the Club shall be managed by a Committee consisting of the Officers of the Club, viz. Chairman, Vice Chairman, Treasurer, Secretary and an Assistant Secretary and Ten elected Members.

Meetings of the Committee shall be held as often as deemed necessary and a quorum for the conduct of business shall consist of not less than Two Officers and Four Committee Members.  Not less than fourteen days notice shall be given of such meetings.


a)  Only members of the Club shall be eligible for election or re-election to any Office or Membership of the Committee.  A member is required to have been a paid up member for a full two consecutive years before being allowed to vote, and been a paid up member for a full three consecutive years before being eligible for nomination for Office.  Junior Members shall not be eligible to stand for election.
b) No person whilst an undischarged bankrupt may serve on the Committee or hold any other office or appointment within a Kennel Club Registered Society.

c) Election shall be by postal ballot and the votes counted by an independent body, person or authority as elected by the Committee for that purpose at the Annual General Meeting.
d) Nominations in writing of proposed candidates shall be submitted to the Secretary of the Club at least thirty-five days prior to the date of the Annual General Meeting.  Acceptance of Nominations to be dated and forwarded with nominations papers by post to the Secretary.
e) The Secretary shall publish the names of those persons standing for election (as under ( C ) and re-election (as Under (E) as the case may be. These shall be in the form of Ballot Papers, which will be sent out by post to all, paid up and Honorary Members entitled to vote.  Completed papers should be returned by post to an independent scrutineer at least seven clear days before the Annual General Meeting. 
f)  Three members of the Committee shall retire annually as well as two Officers, these being those with the least number of attendances at shows and committee meetings.  Retiring Officers and Members of the Committee shall be eligible for re-election.


Without prejudice to the conformation with the principles laid down elsewhere in these rules the powers and responsibilities of the Committee shall be: -
a) To elect such of its members as it, from time to time thinks fit to constitute a sub-committee or sub-committees to exercise such of the powers of the Committee as the Committee may decide.
b)  The Committee may invite Club Members or non-Members to attend meetings of to give specialist information or advice but without the power to vote.
c) The Committee shall have the power to co-opt to fill any casual vacancy, which may arise amongst the Officers or Committee.  Such persons may serve until the next Annual or Special General Meeting called for the purpose of new elections.
d) In the event of a Committee Member missing three consecutive meetings or events without forwarding a written apology for their absence or without any reasonable excuse - such Member will be asked in writing by the Secretary whether they wish to still be considered as a Committee Member or whether it is their intention to resign.  In such case rule c) above comes into force.
e)  To accept and hold in trust on behalf of the Club members and for the benefit of those members all property vested in the Club.
f)  To determine the nature and value of all prizes to be awarded at its shows.  To draw up rules for the award of such prizes.


The Financial Year shall be from the First day of January to the Last day of December yearly. An Annual General Meeting shall be held at such time and place, as the Committee shall decide, for the following purposes: -
a) To receive the report of the Committee and Balance Sheet and   Accounts of the preceding financial year.
b)  Electing the Officers and Committee according to the results of the postal ballot.
c)  To discuss any resolution placed on the Agenda of which prior notice has been given to the Secretary in writing, not less than 35 days before the meeting.  No business shall be transacted at an Annual General Meeting unless notice thereof appears on the Agenda with the exception of minor matters at the discretion of the Chairman.
d)  A Special General Meeting shall be called by the Secretary upon receipt of a Requisition signed by at least twenty members and setting out the purpose of the meeting.  No other business than that as set out in such requisition shall be discussed at a Special General Meeting.

e)  Members shall receive at least twenty-one days notice of every General Meeting.
f)  Voting at a General Meeting shall be by a show of hands or (if any member shall so require) shall be by secret ballot to be taken at the meeting.


a)  The Financial Year of the Club shall be from the first day of January to the last day of December.
b)  An account shall be opened in the name of the Club at such Bank as the Committee may decide and such account shall be operated only by the signature of any two of the following: The Chairman, The Treasurer or  The Secretary. However, if two members of the same family hold office, one of these may not be a signatory in which case the Vice Chairman would be a signatory.
c)  Proper Accounts and Records shall be kept by the Treasurer and the Accounts for each year which shall be audited before the next Annual General Meeting by the Auditors who shall be appointed at the preceding Annual General Meeting.
d)  No member shall incur any expense on behalf of the Club without the sanction of the Committee.
e)  The accounts will be certified annually and presented to the members at the General Meeting.
Certification of accounts must be carried out by one qualified Accountant or two unqualified individuals with accountancy experience.


The Secretary of the Club will ensure that the following returns are forwarded to the Kennel Club by 31st July each year.
1)  A list of the current Officers and Committee and their addresses.
2)  A copy of the annual Statement of Accounts which must be certified in accordance with the Rules of the Club and approved at the last Annual General Meeting.
3.  A copy of the current Rules incorporating all approved amendments.
4)  A copy of the current Judging Lists: -

List A1 Indicates all persons the Club supports to award Kennel Club Challenge Certificates
List A2 Indicates all persons the Club would support to award Kennel Club Challenge Certificates but having been assessed by 3 individual assessors and awaiting their first appointment.
LIST A3 Indicates all persons the Club would support to award Kennel Club Challenge Certificates not AS YET APPROVED by the Kennel Club.
List B Indicates all persons the Club would support to Judge at Open and Championship Shows without Challenge Certificates subject to meeting the B1 List criteria.
List C Indicates all persons the Club would support to judge 3 classes of the breed at sponsored or supported Open or Limited shows.


All cups, medals, cash or other prizes offered for competition by members shall be awarded at such Shows as the Committee may determine.  In the case of Club Trophies to be held by the winners for a given period, the Committee may before handing them over require security, or an undertaking by the holder that a receipt of a notice from the Secretary of the Club, such trophy or trophies shall be forwarded to him/her one week prior to such show, if not attending, or on the Show date at the latest.  Trophies must be signed for with an undertaking to ensure they are returned in the excellent condition in which they were received.  Failure to comply with the above rule carries a fine of £10. per trophy and a ban from holding any Club trophy for at least twelve months from the date of non-return.


All Shows will be held under Kennel Club Rules and Regulations
a)  One Show to be held west of the Pennines and one show to be held east of the Pennines.
b)  At least one Club show each year shall be judged by a Breed Judge i.e. a person familiar and experienced in the breed.
c)  Where possible Breed Judges should reside outside the Club’s area, as defined by its title, and consideration will be given to one show being judged by a qualified person residing within the Club’s area.
d)  Consideration should be given to Committee Members judging at the Shows organised by the Club on special occasions at the Committee’s discretion.
e)  No Officer or close relative of an Officer of the Club shall exhibit at Club Shows.  Dogs owned by an Officer or a close relative of an Officer of the Club shall not be exhibited at Club Shows.  Complimentary entries will be accepted however.
f)  Prospective Judges will be asked to sign an agreement prior to accepting a Club Show.  Acceptance of such being a binding Contract between the Club and the prospective Judge.  Failure to comply after acceptance would result in the Club withdrawing its original offer.

Rules for Open Show Judges: -
1)  No judging of the breed for a period of at least twelve months prior to the Club Show.
2)  Comments on the first three placings in each class to be forwarded to the Club Secretary as soon as possible after the Show date. These to be included in the following edition of the Club newsletter.

Rules for Championship Show Judges: -
1. No judging of the breed for a period of two years prior to the Club show, where the Judge has previously been appointed to judge both sexes.  If only one sex of the breed was previously judged then twelve months rule applies.
2.  Comments on the first three placings in each class to be forwarded to the Club Secretary as soon as possible after the Show date for inclusion in the next edition of the Club’s newsletter.


The rules of the Club may not be altered except at either the Annual General Meeting or a Special General Meeting called for that purpose.  Not less than twenty-one days notice of any such proposed alteration shall be given in writing to each member of the Club.
a) A majority of two-thirds of those present shall be required to sanction the proposed amendment or addition and it shall not come into force until notification has been received from the Kennel Club that it has been approved.
b)  Any alteration made accordingly will be notified to all members in writing by the
Club newsletter within four months of such alteration being confirmed.


The Club shall not join any federation of Clubs or Societies.


If the Club shall for any cause cease to exist, all cups, trophies and other property of the Club shall be disposed of as the Members in General Meeting may decide.
If the Club is wound up or ceases to be a registered Club under these Regulations, a final statement of accounts with a record of the disposal of the property of the Club shall be forwarded to the Kennel Club within six months and persons named as Officers and Committee of the Club on the last return furnished to the Kennel Club will be held responsible by the Kennel Club for the proper winding up of the Club.
